          2010 has seen some really inspiring creative apps become available and here’s our round-up of some of the best. We’re not including expensive pro software here, just mobile and web apps that are either free or available for pocket money. Have your tried all of these?

          Instagram

          iOS: While there was nothing new about adding cool filters to mobile photos in 2010, Instagram and the similar PicPlz did something a little different with the idea by attaching a social network to the concept.

          Being able to view, ‘like’ and comment on other users’ photos in a newsfeed format has turned often throwaway mobile photos into a cult obsession for some, especially on Instagram. Matching a great photo with the perfect filter is a fine art. The ‘Popular’ board on Instagram is full of examples of that delicate balance and trying to match their efforts is truly a joy.

          We said: “So why is Instagram so popular? I suspect its a combination of the app’s ease of use, simple design, and artsy filters that make crappy iPhone photos look beautiful, mysterious and engaging.

          Buildor

          Browser: The idea that a browser could run a Web design application packed with pro-level features would have sounded insane but this year Buildor achieved it with its Buildor Pro app.

          Currently in private beta, you’ll need an invite to try this or you can sign up for the waiting list from the website. For Web coders, the app allows you to start a new project from scratch or (most impressively) edit live sites just by pulling up the URL. You’ll need the FTP details for the site if you want to save the results though. For designers meanwhile, Buildor Pro is being pitched as a powerful way of creating HTML mock-ups with full interaction design and font rendering. All of that in a browser – impressive.

          We said: “While it remains to be seen whether pro developers will take to browser-based development en masse, there’s a real chance of Buildor disrupting the market if it gains traction.

          Soundcloud

          iOS and Android: Instant mobile podcasting apps like Audioboo and Cinch are a useful and fun way of recording interviews, speeches or random thoughts and sharing them online from wherever you are. Soundcloud took things a step further with the launch of its iPhone and Android apps this year.

          Not only can you instantly record audio and share it to your social networks immediately, by uploading to Soundcloud you get the benefit of the service’s platform. This means that your mobile audio can instantly be used with the wide range of apps that are built to use the Soundcloud API, which opens up a world of possibilities. This is especially useful for musicians, as the service has primarily been music-focused to date. However, with mobile recording, there’s real potential for it to be adopted by a wider range of users.

          We said: “SoundCloud has developed into what is now a highly flexible way of working online with any type of audio.

          Camera+

          iOS: As great as the iPhone 4′s camera is, Camera+ does an excellent job of making it even better. Taking good-looking photos is made easier with the app’s stabilizer, timer and burst features and a fantastic array of image editing and effects tools are built right in.

          While it may have been unavailable for much of its life (thanks to an Apple-displeasing ‘Easter egg’ feature that allowed you to use the phone’s volume rocker as a zoom control) that only added to the allure of this app which has been reaping healthy financial rewards for its creators since it returned to the App Store earlier this month.

          We said: “The favorite camera app of many is back in the app store and ready to rock your photography world again.

          Whiteboard

          iOS: Finger-drawing app Whiteboard became a universal iOS app this year, opening it up to use on the iPad and making collaborative drawing even more fun.

          Yes, Whiteboard’s greatest appeal is drawing with friends, either via WiFi or by working together on the same screen – something that’s much easier on the large iPad screen. While you’re never going to paint a masterpiece of contemporary art with this app, it’s possible to lose yourself for hours while you scribble away creating cartoon characters or “improving” photos of friends by adding comedy moustaches and the like.

          Air Harp

          iOS: Plenty of musical instrument apps have been released for the iPad this year, but one that really caught our eye early on was Air Harp. Offering ample on-screen space for the harp’s fifteen strings, for the first time on a mobile device this really felt like a real instrument.

          With its slightly melancholy sound, its can feel a little like a lone minstrel on a hillside at sunset while playing Air Harp. Unlike novelty instrument apps, Air Harp feels like something that you can take the time to learn properly before serenading a loved one with your musical skills. Easy-to-read sheet music makes it simple to play well-known tunes even if you’re far from being a virtuoso.

          Nanostudio

          iOS: Squeezing an entire music production studio into an iPhone app is a huge achievement, and that’s exactly what Blip Interactive has done with Nanostudio.

          Unlike many of the apps on the list, it assumes a certain amount of prior knowledge of how music production works if you want to dive right into it. However, even if you’re a rookie you can get a lot out of this app – you’ll be creating fantastic sounding electronic music in no time.

          We said: “The level of control on this app is amazing, every imaginable parameter can be easily edited and controlled – you can even easily move sound files from your PC or Mac via a wireless connection.”

          Adobe Photoshop Express

          iOS and Android: While a mobile photo editor isn’t going to rival a full desktop experience any time soon, Photoshop Express does a brilliant job of covering the basics of tweaking photos on the go, and for free.

          Multitouch gestures let you rotate, crop, straighten or flip images and there are controls for adjusting the tint, saturation, contrast among its useful tools. As with many mobile apps on this list, the iPad version offers more space for controlling your edits while on iPhone and Android handsets it’s simply more convenient as that’s where most of the photos you’ll need it for will be created.

          Soundation

          Browser: If it looks like there are a lot of audio-related apps, it’s because there’s simply been so much happening in the space this year. Soundation is a cloud-based multitrack recording app and what really makes it stand out is that it offers audio recording right from the browser.

          Yes, in addition to importing audio and using the many thousands of loops available within the app, you can plug a microphone right into your computer and sing, play or speak whatever audio you like – another leap forward in what’s possible in the humble Web browser.

          SumoPaint

          Browser: There are plenty of browser-based image editing tools out there and SumoPaint is up there with the best of them.

          Regularly updated with new features, this app is pure pleasure to use and you’ll have to keep reminding yourself that you’re not running a separate app. Layers, blending modes, drop shadows and a wide range of brushes are among the features you might not be used to seeing in browser-based image editors. While professional Photoshop users won’t be ready to switch to the cloud just yet, most beginner and intermediate users will find everything they need here.

personal finance manager

Intuit-owned Mint.com is beginning its international expansion today with the launch of its personal finance platform in Canada.

Canadians can access Mint at Mint.com/Canada. The main difference between the Canadian version of Mint.com is that it connects to both Canadian banking financial institutions and U.S. banks and credit unions. Canadian users will still be able to aggregate financial accounts and transaction information, categorize spending, access personal financial data and more. Mint.com’s mobile apps for iPhone and Android will also be available on the iTunes Canada app store and Android Market.

The main barrier to Mint.com’s international expansion is bringing non-U.S. financial institutions onto the platform. But once Intuit does this, I’m fairly certain Mint.com will be able to see a significant growth in the number of users outside the U.S. Currently, Mint.com has 4.5 million users and connects to 16,000 financial institutions.

As Aaron Patzer, vice president and general manager of Intuit Personal Finance and founder of Mint states, “Our Canadian launch is just the beginning of Mint.com’s global expansion.”

CNN’s highly visual new iPad app hit the App Store on Tuesday morning, bringing many of the media company’s best-known products — including all of its articles and videos from CNN.com, as well as live breaking news video coverage and hourly radio updates — to the iPad for free.

Unlike the iPad apps of most other publications, CNN’s app [iTunes link] replicates neither the format of its website nor a newspaper layout. Instead, users are drawn to headlines laid upon enlarged thumbnails to explore different kinds of content — sports is juxtaposed against tech, which is sandwiched between stories on finance and government policy — although they also have the option to browse by section and headline in a text-only format as well.

“We’ve really worked to make this thing feel like it was meant for the iPad,” said KC Estenson, SVP and general manager of CNN.com. “It looks unlike any other thing that we’ve built. We wanted to know what sort of design and user interface would make [the content come] alive on the iPad.”

The app is also more social than any of those released by other major media properties. Comments are given prominent placement alongside articles, which are frequently refreshed. Users can also join the conversation directly from the app, and sign in to Facebookclass="blippr-nobr">Facebook and Twitterclass="blippr-nobr">Twitter to share and comment upon stories with their respective networks (e-mail is also, of course, a sharing option). Unfortunately text from the articles is not selectable, so sharing favorite clips or quotes can be a bit laborious.

Users can toggle between U.S. and international news, as well as save articles for later offline viewing. Breaking news alerts will appear as a notifications while the app is closed, which can be turned off in settings.

CNN’s app is, in my opinion, the best app from a single news source to date. The combination of access to live streaming video of breaking news and full commenting functionality ensure it will become my personal go-to resource for general world news on the iPad.

In addition to the iPad app, CNN’s iPhone app [iTunes link] has also been made free, part of the company’s decision to make their apps “available on as many devices as possible,” Estenson said. class='blippr-nobr'>Appsclass="blippr-nobr">Apps for class='blippr-nobr'>Androidclass="blippr-nobr">Android and other platforms are in the works, although no release dates have yet been named. CNN’s average monthly mobile audience is up 23% this year to 14.5 million, compared to last year’s monthly average of 11.7 million.

Money Making Websites

Christmas cards get more and more expensive every year so if you‘re looking to save money on cards this year, there are a few useful websites where you can create and print template-based printable Christmas cards directly from the website or download high resolution PDF files for printing. Avery half-fold card stock prints well in inkjet printers and they look just as good as the real thing.

I’ve located 5 sites that I found fairly accessible and basically free to use, although there are many others out there that ask for money.   But there is no need to pay anything when you have 5 sites like these that offer free printable Christmas cards.

id="more-60642">

123printcards

One of the easiest and straightforward card printing sites is 123printcards. That’s right, in three easy steps, you can customize the title, add a thoughtful message and print our your card on letter size card stock.

style="text-align: center;">

The site has 38 different styles of cards, featuring cute, festive and colorful holiday drawings. Some layouts are color intensive, so they may not print well on regular typing paper.

Another linked page on the site enables you to add a photo to one of eight printable Christmas card templates, featuring images of Santa Claus, snowflakes, snowman, Christmas tree, ornaments, winter scenes, and more. The size of these cards are 5×7, and are useful for Christmas card invitations, seasonal and personal greetings.

KeepandShare

KeepandShare has a page of nine Christmas cards of assorted layouts that can be printed on card stock.

style="text-align: center;">

You can download them as single high resolution PDF files and print them out or send them as eCards. Each card has 2 pages in the PDF Christmas card file, so it’s easy to print out. First print out the first side, setting your PDF software to print page “1″. Then flip your paper stock over and put it back in the printer and print page “2″. You don’t have to register on the site to use the resources.

AmericanGreetings

AmericanGreetings offers a more advanced card printing service, in which you can customize templates in their online Create & Print editor.

style="text-align: center;">

You can add photos, artistic elements, customize text, and change font size on the front and inside cover the layouts.

style="text-align: center;">

You can use the service and website for free on a two week trial basis, which enables you to print your card layouts directly from the site. You can also post your Christmas card right on your Facebook account or use it as an e-card.

ActivityVillage

ActivityVillage includes a collection of a dozen layouts that can be printed directly from the site or downloaded in PDF format. From there, you can hand write your greetings and add art elements.

style="text-align: center;">

These cards are geared more towards kids and maybe your office co-workers. The site also has resources for classroom printables, including holiday posters, coloring pages, games, jigsaws, stories and poems, etc.

Christmas Greetings Ideas

If you’re looking for some inspirational messages for your Christmas cards, check out Printable Greetings. It includes an handful of messages like, Friends and family are like the tinsel on the Christmas tree, they provide the sparkle for the season.

style="text-align: center;">

For additional sites with charming message greetings, check out my MUO article here and for more ideas on season’s greetings, check out Simon’s 3 Sites to Make Funny Video Greeting Cards.

The printable Christmas card sites listed above are the most accessible resources I found, but if there are ones you know about, please share them in the comments section below.

CNN: Congress faces imminent deadline to pass a spending plan

With time running out on the government's authority to spend money, the Senate is expected to vote this week on a $1.1 trillion bill that would settle the issue for the rest of the fiscal year. However, conservative Republicans oppose the plan and threaten to obstruct its progress by having it read out loud in the Senate chamber, which could take more than two days. The House has already passed its version of the legislation in the form of a $1.08 trillion resolution that sets spending at the same level as last year. Such spending authorization is necessary to keep the government running, and the current resolution expires on December 18. Both chambers will have to approve a common approach to prevent the government from shutting down after that.

CNN: GOP senators will vote against spending bill over earmarks – theirs and others'

Two prominent Republicans vowed Wednesday to vote against the $1.1 trillion spending bill, citing concerns over pork-laden pet projects, although millions of dollars of earmarks in the bill were requested by the two senators. Sen. John Cornyn of Texas has requested 54 earmarks worth more than $170 million and Sen. John Thune of South Dakota has made 43 requests totaling more than $165 million, according to an analysis by Taxpayers Against Earmarks, Taxpayers for Common Sense and WashingtonWatch.com, which collected data from disclosures on Congressional websites. When asked by Fox News to explain his earmarks, Cornyn said Wednesday, "I believe I can. But I'm not going to, because I'm going to vote against this bill. ... So I am for voting this bill down, even though it could arguably help some of my constituents."

CNN: Senate passes controversial tax cut deal

The Senate approved a controversial $858 billion tax cut package Wednesday, overwhelmingly voting to extend the Bush-era tax reductions despite a series of objections from both the left and the right. The measure passed 81-19 to advance to the House of Representatives, which will take it up on Thursday, according to Majority Leader Steny Hoyer, D-Maryland. The package includes a two-year extension of the Bush-era tax cuts set to expire December 31. It also would extend unemployment benefits for 13 months, cut the payroll tax by 2 percentage points for a year, restore the estate tax at a lower level and continue a series of other tax breaks. President Barack Obama praised the vote and urged the House of Representatives to quickly approve the bill, which the White House negotiated with Senate GOP leaders.

CNN: Dem: Obama says not passing tax deal would be 'end of his presidency'

Rep. Peter DeFazio, D-Oregon, on Wednesday claimed that President Obama put pressure on Democrats to vote for a controversial extension of Bush-era tax cuts, saying it would be "the end of his presidency." In an interview with CNN's Eliot Spitzer on "Parker Spitzer," DeFazio said "The White House is putting on tremendous pressure, making phone calls; the president's making phone calls saying that's the end of his presidency if he doesn't get this bad deal." Asked by CNN's Kathleen Parker if he had personally received such a phone call, DeFazio said he had not, adding, "I won't name the members cause they said this to me, you know, not for public disclosure, I talked to one member who had that call." DeFazio argued the plan would harm the administration, and called the deal with Republicans a "trap."

Washington Post: Afghan war 's next debate: Troop withdrawal

President Obama's national security team this week revisited the same vexing issues it worked through a year ago in devising the administration's troop escalation in Afghanistan. This time, one key element was missing: impassioned dissent. While the group concluded that Obama's counterinsurgency strategy is showing signs of progress, divisions persist beneath the appearance of harmony. But skeptics in the administration have decided to hold their fire until late next spring, when Obama must decide how many troops he intends to withdraw starting in July to fulfill a pledge he made when he announced a troop increase last December. The postponement means that the administration's internal divisions over the war's long-term strategy and cost will play out publicly again just 18 months before Americans go to the polls to decide whether to give Obama a second term.

CNN: House passes 'don't ask, don't tell' repeal

The House of Representatives voted Wednesday to overturn the ban on openly gay and lesbian soldiers serving in the U.S. military, passing legislation repealing the controversial "don't ask, don't tell" policy. The bill - a so-called "stand alone" measure not tied to any other legislative items - passed 250 to 175 on mostly partisan lines. It now advances to the Senate. The House previously passed a repeal of the ban as part of a larger defense policy bill, but the measure stalled last week in the Senate.

CNN: Snowe supports repeal of 'don't ask, don't tell'

Sen. Olympia Snowe, R-Maine, announced Wednesday that she now supports a repeal of the military's “don't ask, don't tell” policy, making four Republican Senators in all who have publicly endorsed the end of the 17-year-old prohibition against openly gay soldiers from serving in the U.S. military. In a statement, Snowe said she came to the conclusion after "careful analysis," but also stressed the importance of allowing time to implement a plan for repeal. Snowe also said she will not vote for a bill that only addresses the repeal until the Defense Department is fully funded and criticized the Senate for the delay of the defense authorization bill. Originally, a repeal of the policy was included as part of the Defense Authorization Bill – a strategy supporters of repeal hoped would speed passage, as senators who oppose repeal would be forced to make a politically risky vote against defense policy.

CNN: Senate votes to take up START pact

The Senate voted Wednesday to begin debate on ratifying a new nuclear arms treaty with Russia, a top presidential priority that conservative Republicans were trying to block in the current lame-duck session of Congress. Immediately after the 66-32 vote to take up the Strategic Arms Reduction Treaty, known as New START, Senate leaders announced that the formal debate on the issue would begin Thursday, avoiding an expected request by conservative Republicans for the entire treaty to be read out loud. Senate Republican leader Mitch McConnell of Kentucky agreed with the debate schedule announced in the chamber by Majority Leader Harry Reid, D-Nevada, noting that the treaty is supported by some leading Republicans, including Richard Lugar of Indiana, the ranking GOP member of the Senate Foreign Relations Committee.

CNN: Summers to stay in White House post two weeks longer than planned

Larry Summers has agreed to work two weeks longer than planned as President Barack Obama's top economic adviser, a White House official said Wednesday. Summers, who officially announced in September he planned to step down as director of the National Economic Council, had previously said his last day would be December 17. "President Obama has asked Larry Summers to remain at the White House as NEC Director until the end of the year," the White House official said on condition of not being identified by name. "Dr. Summers has agreed to continue to serve through December 31st." Obama has yet to name his replacement, but investment banker Roger Altman was widely believed to be the top contender.

New York Times: U.S. Rethinks Strategy for the Unthinkable

Suppose the unthinkable happened, and terrorists struck New York or another big city with an atom bomb. What should people there do? The government has a surprising new message: Do not flee. Get inside any stable building and don’t come out till officials say it’s safe. The advice is based on recent scientific analyses showing that a nuclear attack is much more survivable if you immediately shield yourself from the lethal radiation that follows a blast, a simple tactic seen as saving hundreds of thousands of lives. Even staying in a car, the studies show, would reduce casualties by more than 50 percent; hunkering down in a basement would be better by far. But a problem for the Obama administration is how to spread the word without seeming alarmist about a subject that few politicians care to consider, let alone discuss. So officials are proceeding gingerly in a campaign to educate the public.

USA Today: CDC shows lower count on food illnesses

There may be fewer foodborne illness in the country than we previously thought — almost 40% less, in fact. It's not that the numbers of foodborne illnesses have suddenly decreased, but the Centers for Disease Control and Prevention says its counts have become more precise. Since 1999, the CDC has listed the number of cases of foodborne illnesses in the USA each year as 76 million, with 325,000 hospitalizations and 5,000 deaths — numbers the food industry had at times disputed. Now, after almost a decade of work, the CDC is releasing new estimates and they're 37% lower — 47.8 million cases of foodborne illness, 127,000 hospitalizations and 3,030 deaths. The new numbers reflect what CDC officials say is improved surveillance, better criteria for determining an actual food-related case, and exclusion of international travel-related illnesses. The numbers are still too high, says Christopher Braden, director of CDC's division of Foodborne, Waterborne and Environmental Diseases.

Houston Chronicle: 2 oil traders indicted in alleged kickback scam

Two oil traders with ties to former international fugitive Marc Rich have been indicted in a multimillion-dollar kickback scheme that includes allegations of wire fraud and money laundering. Clyde Meltzer, of Houston, and Bernard Langley of the United Kingdom appeared in Houston federal court Wednesday to plead not guilty and seek release on bail. They have been in federal detention since Dec. 9. The bail hearing included testimony about recorded conversations in a Galleria steak restaurant that mentioned bribes to foreign officials, and about seized computers that an investigator said recorded Swiss bank transactions moving millions of dollars to accounts around the world.

CNN: Official: Al Qaeda is planning U.S., Europe attacks for holidays

Iraqi authorities have shared information obtained from captured insurgents who claim al Qaeda is planning suicide attacks in the United States and Europe during the Christmas holiday season, according to a U.S. official. The official said the threat report is being taken seriously, but there is no intelligence indicating there is a specific or credible threat against the U.S. homeland. But the official added al Qaeda in Iraq remains a dangerous force.

CNN: Clinton unveils blueprint for America's diplomatic arm

Secretary of State Hillary Clinton Wednesday unveiled a sweeping assessment of how America's diplomats can meet the dual task of countering expanding international challenges and shrinking government budgets. "We are redefining success based on results achieved rather than dollars spent," Secretary Clinton said as she introduced the department's first-ever Quadrennial Diplomacy and Development Review (QDDR.) "This will help us make the case that bolstering U.S. civilian power is a wise investment for American taxpayers that will pay off by averting conflicts, opening markets and reducing threats." The report, nearly 200 pages long and 18 months in preparation, is a blueprint of how the State Department and the United States Agency for International Development (USAID) can use "civilian power" to prevent and resolve conflicts; help poor countries develop and build global coalitions to address global problems.

CNN: New Mexico governor goes to North Korea

New Mexico Gov. Bill Richardson says he hopes to "to bring down the temperature in the Korean peninsula" during his trip to North Korea. Richardson, a former U.N. ambassador, will be in North Korea Thursday on a four-day visit with officials during a tense time in the region. Both Koreas have traded tough talk and conducted aggressive military drills in the weeks after North Korea shelled a South Korean island last month. Richardson, who spoke to CNN Thursday at a layover in Beijing as he waited to fly to Pyongyang, North Korea, said he hopes he can help the situation even if it is just "a little bit."

CNN: Long-range missile defense test fails

A test of the United States' only long-range missile defense system failed Wednesday - the second failure this year in two tries. The Pentagon's Missile Defense Agency said both the intermediate-range ballistic missile target and the long-range interceptor missile launched successfully, radar and sensors worked properly and the "kill vehicle" deployed. But the "kill vehicle" didn't hit the target. "Program officials will conduct an extensive investigation to determine the cause of the failure to intercept the target," the agency said. "The next flight test will be determined after identification of the cause of the failure."

CNN: 22 dead in Nepal plane crash

A DeHavilland DHC-6 Twin Otter aircraft that went missing en route from Lamidanda to Kathmandu in eastern Nepal crashed in a mountainous area east of the capital, killing all 22 people aboard, an airport spokesman said Thursday. "The aircraft seems to have hit a mountainside," Purusottam Shakya, operations supervisor at Tribhuwan International Airport, which serves Kathmandu, told CNN. The plane disappeared Wednesday, and search and rescue teams looked for it until night fell. A search team in a helicopter found pieces of the aircraft Thursday morning about 150 kilometers east of Kathmandu, said Shakya.

Financial Times: US claims progress in China trade talks

US officials have claimed “progress” on a number of thorny issues in trade relations with China, from intellectual property to beef to software, following two days of high-level talks in Washington. After strong criticism that Chinese policies to promote so-called “indigenous innovation” were damaging US business, Washington’s officials said China had agreed not to discriminate in government procurement based on the origin of intellectual property. China also pledged to accelerate its accession to the World Trade Organisation’s government procurement agreement.

how to budget personal finances

The Bipartisan Policy Center’s (BPC) Debt Reduction Task Force – a highly diverse group of private individuals – has laid out a comprehensive approach to closing the deficit and slowing the rise in national debt.

They do this through a combination of spending reductions, many though not all of which are excellent and transformational (about 53%) and tax increases, all of which are ill-advised (about 47%).  The report’s near silence on Obamacare is noteworthy and unfortunate even to the exclusion of the universally abhorred CLASS Act.  Their cuts to defense stand in stark contrast to the first obligation of Government to provide a strong defense of the nation.

The plan they lay out, along with the recently released Bowles-Simpson mark,  and Rep. Paul Ryan’s (R-WI) Roadmap,  is yet another attempt to change the calamitous course the federal budget is on today.  Kudos to the Task Force Members for furthering the discussion through hard choices, a discussion which should take place in Washington and across the nation over how big our federal government should be, what we expect from it and what we want our taxes to look like.

Transformational:

Most noteworthy, the Task Force has a striking proposal for Medicare to transition to a premium support program.  This transformative change would empower Medicare patients with control over both dollars and medical decisions and result in more efficient delivery of quality care than the current system.  They would also place strong limits on federal health spending ensuring that Medicare will be an affordable and sustainable program.

Good:

  • Freeze and cap discretionary spending – here they could have gone further with actual cuts, though they include an important enforcement mechanism.

  • Cut spending on farm subsidies, but again the cuts were too timid.

  • Their tax plan sharply reduces top income tax rates and moves from six marginal rates to two.  They also repeal the Alternative Minimum Tax.  They also lower the corporate income tax rate and phase out the exclusion of employer-provided health insurance.

  • Strong budget controls, including discretionary spending caps and putting entitlements on explicit long-term budgets.

Lost Opportunity

  • On Social Security, they have very modest reforms to Social Security’s finances such as indexing the retirement age for future changes in longevity, reforming the COLA mechanism, slightly moving to more progressive benefits and strengthening benefits for lower income workers.  Except for the COLA change, all of their proposed reforms should go much further.  Unfortunately, their changes really come about from raising the amount of income subject to payroll taxes to $180,000, which is neither wise nor necessary.   This is lost opportunity for strong reforms to fix and improve the program.

Bad

  • Like Bowles-Simpson, their tax reform plan is a Trojan horse for large tax hikes through the elimination of nearly all tax expenditures.  Moreover, this tax plan contains a large explicit tax hike in the form of a Deficit Reduction Sales Tax at 6.5% that will apply to approximately 75% of personal consumption expenditures including such things as sales of new homes, privately funded healthcare costs, and food.  Though the authors of the report take great pains to avoid the term, in reality this is a value added tax, or VAT which, as an additional tax, will not increase national savings or promote stronger growth and be a permanent cash cow for Washington.

  • Also, like Bowles-Simpson, they propose cuts to the defense budget.  This approach asks the wrong question (How can we cut defense?) instead of the right one: What is required to protect the nation? Defense spending should be made as efficient and cost effective as possible, but savings must be reinvested in defense to make-up for a decade-long hiatus in properly modernizing the force. Cuts to defense now will lead to a hollow and humiliated military much like we had after Vietnam—and rebuilding the military would prove even more costly than maintaining it. Instead, the country needs to provide for defense an average of $720 billion per year (to be adjusted for inflation) for each of the next five fiscal years.

Building the conversation

The Domenici-Rivlin report is the kind of big picture radical approach that needs to be discussed with the American people, as must Congressman Paul Ryan’s plan and the left’s big plan – that is whenever they are willing to discuss their long-term agenda with the public.

Automate Your Finances to Spend Less Time Managing Your Accounts

Despite how simple the process can be, most of us are terrible at saving and paying bills. Here's a strategy to effectively automate most of your finances to keep you saving and out of late fee trouble.

Ramit Sethi of I Will Teach You To Be Rich.com has put together a system for managing your personal finances that only takes about an hour of your time each week. The video above fully explains the process in detail, but here's the gist. First, you want to set up your bills and other payments so they're all happening on the day you get your first paycheck of the month (the first of the month for most people). Once you have that in place, you want to set up automatic savings plans (Sethi suggests using Ing Direct) with sub-savings accounts that let you organize your savings into specific categories (vacation, wedding, etc.). You'll also want to send a percentage of your paycheck to your 401k, and have all of this happen immediately so that the money you see when you get paid is the money left when everything has already been saved. From there, you automatically pay as many bills as you can with your credit card (and then pay the credit card bill on pay day). For the bills you can't pay with your credit card (like rent, in most cases), you can use your online banking to automatically issue a check. This will leave a little money leftover in your checking account that you can use to budget for guilt-free spending and cash withdrawals.

As someone who's often fallen victim to the faults of automatic payments systems (despite frequently using them), definitely do not forget to stay on top of your bills nonetheless. Make sure you set some time aside at least once a month to do a little maintenance and make sure there are no bugs causing your automated finance system to break down. Sethi isn't suggesting a set-it-and-forget-it automated finance system by any means, but as someone who hates paying bills I know how easy it can be to procrastinate and ignore the task. If you set up a good automated system like this one, you'll be at a point where all you have to do is watch and fix the occasional problem as the most important things are being taken care of for you.
